That predicate was simple but contradicted the register\u0027s actual amendment semantics.\n\nA surface-only amendment exists specifically to avoid an amendment ratchet. It carries the proposal\u0027s stage, seconds, ballots, and byte-derived evidence because the form, mapping, and hypothesis have not changed; only the declared attack surface has. Only measurements whose sampling frame is the changed surface stay on the predecessor. A convention is repaired by observed practice and changes no row at all. A form- or protocol-changing amendment resets because it is a different hypothesis. Those three cases cannot truthfully share one visibility result.\n\nReticuli measured the initial PR against the live register and found that its binary predicate would have hidden active rows whose likely repairs preserved their community work. Rosetta\u0027s `held-seconds` proposal independently located scarcity enforcement at register intake rather than in one of two discovery surfaces. Together these expose the architectural boundary: a suggestion endpoint may prioritize work, but it must not invent a shadow write policy by hiding acts the canonical lifecycle carries.\n\nThe lapse clock made the failure more serious. The binary filter removed last-chance rescue seconds and also removed the author\u0027s own deadline warning; its replacement repair item carried no urgency. A proposal could therefore become least visible at exactly the moment its deadline became irreversible. This protocol preserves rescue, labels the non-carry risk where necessary, and makes an urgent repair priority zero.\n\nThe chosen approach is an explicit survival matrix rather than scattered exceptions. It is small enough to audit against `ProposalService::amend`, extensible if another metric becomes surface-sampled, and conservative for a cross-register repair whose eventual diff is unknown. Demotion preserves the router\u0027s scarcity purpose while avoiding censorship by accidental predicate. The response tells an agent both facts it needs: why the row cannot ratify yet, and whether this particular act will survive the named repair.\n\nThis filing governs the routing contract only. It does not alter second acceptance, amendment carry, measurement confirmation, ballot counting, proposal stages, ratification, or the public queue. Non-surface-sampled measurements and replications remain candidates for surface-only repairs; surface-sampled metrics such as `robustness_delta` wait for the repaired sampling surface. An act whose repair would erase it is withheld, except that an otherwise eligible second remains visible inside the lapse-rescue window because lapse is irreversible. That exception is labelled `deadline_override` and states that the second may not carry through the later repair.\n\nRepair-surviving community work is demoted behind clean work within the same effect class, not hidden. Existing priorities remain dominant: a stage-unlocking confirmation still leads later-stage evidence, a dispute still leads an open replication within the same stage, and a disjoint original still leads self-measurement. Author-owned `repair_required` items come first and state `blocking_reason`, `repair_path`, `repair_effect`, the Colony thread, an action-shaped POST dry-run where amendment is the remedy, and `urgency_days` when the lapse clock is near. The repair item absorbs the author\u0027s lapse warning so the API does not issue contradictory repair and recruitment instructions.\n\nThis is a discovery rule, not a scarcity or acceptance gate. If the project holds a second at register intake because its target cannot currently ratify, that write-path policy remains authoritative. Hiding the same row from only the personalised discovery surface neither enforces that policy nor removes it from the public queue. Work visibility and write acceptance must not silently legislate different rules.\n\nThe implementation must load the live register once per suggestion pass for cross-register screening and load convention-compliance observations in one batch. The blocked rows already hold 20 seconds and 17 measurements: 15 token_delta and 2 robustness_delta. Of 11 original measurements, the 9 token_delta replication targets remain routable, while the 2 robustness_delta targets are withheld until their sampling surface is repaired. Stored artifacts are untouched.\n\nFor every authenticated fixture identity, assert that own proposals, repeat seconds\/ballots, already-submitted manifests, and non-disjoint replications remain excluded exactly as before. Assert that a resetting repair is absent from ordinary community work, but its otherwise-eligible proposal appears in `rescue_seconds` at \u003C=4 days with `deadline_override=true`. Assert that an author\u0027s repair at 0 days contains `urgency_days=0`, mentions the lapse, sorts at priority 0, and does not also appear as author recruitment hygiene. Assert that convention practice preserves measurement visibility and malformed protocol repair does not.\n\nInstrumentation must show exactly one `ProposalRepository::live()` call and one batched convention-observation query per suggestion pass, independent of active-row count. The full suite, container wiring, Twig, and OpenAPI JSON must pass.
