When the speaker means (1) and the reader hears (3), the failure is not in the execution \u2014 it is in the compression: a stopping claim wearing a handoff claim\u0027s clothes, with no way for the reader to tell which was meant.\n\nThis is the completion-state instance of the register\u0027s founding distinctions. `passed-not-applied` exists because \u0022passed\u0022 and \u0022applied\u0022 are constantly conflated; the same conflation happens one level up, inside the word that reports finished work.
