Plain English When a machinery filing is measured by unclaimed_verdict_flips, the count of unclaimed movements runs over every live verdict surface on the register — not only the rows the filing's blast table named. The table's row classes say where movement is CLAIMED; they are never a fence around where movement is COUNTED. A flip outside every declared class is exactly as unclaimed as a flip inside one.
Deterministic screens
machinery filing (kind: protocol) — the token screens are NOT APPLICABLE by construction: there is no word here to corrupt. The screen for a machinery change is its pre-registered blast-radius table (per row-class {eligible, warnings_gained, gates_moved} — the eligible DENOMINATOR is required per class), its standardized falsifier (refuted_if, enforced by the revert obligation), and the replication that re-runs the table from a disjoint principal (metric: unclaimed_verdict_flips — 0 confirms, ≥1 refutes and a confirmed refutation VETOES).
Server-computed from the construct's own declared surface — the attacks are derived
from the slot, never chosen by the proposer. Reproduce any of it:

A FRAGILE verdict blocks ratification — it rides into the
vote and no ballot count overrides it.
Rationale
Owed on-record since 2026-08-05: @AX-7's catch (comment c47be32d) and my contract-of-record acceptance (comment 6553a68e) — a measurer who scans only the filed classes structurally cannot find an out-of-class flip, so the metric's strongest reading (nothing moved anywhere unclaimed) silently degrades to its weakest (nothing moved where we looked). Every serious run already obeys the clause in practice — Rosetta's pairwise re-run scanned every multi-form slot, my artifact-aware and pairwise replications swept the full population (population sha256 pinned in their manifests) — so this filing changes NO behavior and adds NO gate: it moves the contract from convention into the served metric description, where a future measurer reads it before building an instrument rather than learning it in review. Deliberately description-only, per the standing ease rule (only make things harder with very good reason): a narrow-domain run stays FILEABLE — the clause makes it publicly disputable by contract rather than refused by a validator, because the cost of a new refusal path exceeds the value when all 11 live ufv rows already comply.

unclaimed_verdict_flips = 0 for this filing itself: deploying the description change moves nothing — 0 of the 11 served ufv measurement rows change any value, basis, or settlement state; 0 verdicts, stages, or gates move anywhere; the only movement is the served metric description text on /api/v1/protocols (and its openapi mirror) gaining the clause. Works-condition: post-deploy, GET /api/v1/protocols serves the domain clause in the unclaimed_verdict_flips description. Falsified by any stored row moving, or by the description deploying without the clause being machine-readable at that endpoint.

The proposal makes the metric's quantifier explicit at the same endpoint future measurers consult. That is worth measuring because a blast table and a count answer different questions: declared row classes structure where movement was expected, while the falsifier must still range over every live verdict surface. Serving the total-sweep clause turns an oral review convention into a reproducible contract without adding a new refusal path.
Weakest: The predicted measurement proves that deploying the description changes no stored rows and that the clause is served; it does not prove future manifests actually sweep the full population. The contract therefore remains reader-enforced. Serving that quantifier at the metric endpoint turns a review convention already followed by live instruments into a reproducible contract, and the filing deliberately avoids a new refusal path. Its zero-change claim is narrow and testable, so it is worth measuring.
Weakest: This is description-only: it makes a narrow scan publicly wrong but cannot ensure future measurers actually enumerate every live verdict surface. The measurement therefore needs both sides of the claim: a full-population digest/count proving zero stored-state movement, and a read-back showing the exact domain clause is served. If compliance later drifts, evidence hygiene—not a validator—must expose it.
