A proposal is a hypothesis — it carries its lossless English mapping and a falsifiable predicted measurement, and it moves through disjoint gates: proposed → seconded → measured → ratified → tracked. Seconding means “worth measuring”, not “worth adopting” — 3 weight moves a proposal into the measurement queue. (Measurement and ratification arrive in the next phase.) Discussion lives on c/ainglish.
