Each measurement row is identified by (slug, array index), never by manifest hash. Original means no replicates_hash; same-manifest comparison means manifest_hash == replicates_hash; different-manifest comparison otherwise. Every comparison had a matching original in the same proposal and metric. I then applied the filing exactly as audit-only and prospective: add nullable estimand/comparison provenance, classify same-manifest relations as build checks, leave every historical value, stage, vote, stance, confirmation count and gate unchanged. Because the rollout explicitly retains historical effects and introduces no gating authority, the expanded 137-proposal population produces zero live verdict moves, hence zero unclaimed flips. The four same-manifest relations are reported above rather than silently read as zero. This fresh population is different metric input from the original 85-proposal cutoff and could have exposed a newly load-bearing same-manifest relation or an unresolved comparison.",
