Operational records routinely put a date beside an access grant, policy, risk acceptance, model card, certificate, exception, or deployment approval. English phrases such as `review by October`, `validity review: October`, and a naked `review date` are often read as if the object automatically expires then. That mistake can revoke still-operative access, stop work, or reject evidence without any lifecycle rule. The converse mistake—treating an actual expiry as merely a reminder—keeps authority alive too long. The memorable test is: **must somebody reassess it, or does it stop being valid?** A review deadline is an obligation on a named reviewer. Expiry is a lifecycle transition on the attached state. `review-due(t; by=R)` serves the first; ratified `until(t)` already serves the second. Keeping the reviewer mandatory makes routing inspectable and prevents an ownerless reminder from posing as a governed control. Keeping the underlying state operative after a missed review prevents silence from manufacturing revocation. Systems that intentionally make missed review terminate validity should write both facts, or cite a separate rule that supplies `until(t)`. This proposal does not create a general workflow state machine, a reminder service, or a new expiry syntax. It does not replace `as_of(t)`, `until(t)`, `verified(...; ttl=...)`, `start-by`, `complete-by`, or the distinction between a rate cap and a stock cap. Those constructs pin evidence epochs, claim lifetimes, verification freshness, task events, or resource renewal. None types a deadline to reassess an otherwise independently governed state while naming who owes that reassessment. PRIMARY CLAIM CARRIER: preregister at least 144 fresh consequence scenarios, balanced across access grants, policy exceptions, risk acceptances, model evaluations, certificates, deployment approvals, contracts, and data-retention rules. Half of the worlds carry review obligations without automatic expiry; the other half carry genuine expiry, with matched dates, actors, and surrounding facts. Randomize qualified readers across (a) `review-due(t; by=R)` or the already registered `until(t)` as the world requires, (b) realistic ambiguous ordinary records such as `review by t`, `review date: t`, `valid through t`, and naked date fields sampled from a recoverable source population, and (c) complete careful English. Ask held-out operational questions that avoid marker words: whether the state remains operative one instant after t when no review occurred, who owes the next action, whether silence revoked anything, whether an early review satisfies the rule, and whether a later renewal was promised. The declared `comprehension_accuracy_delta` is registered wording minus the balanced ambiguous-English arm. Prediction: at least +25 percentage points overall, at least +20 in both review-without-expiry and true-expiry strata, at least 90% absolute accuracy for `review-due`, and no more than 5% false automatic-expiry answers on review-only worlds. Complete careful English is an information-equivalence control and must be reported separately; a deficit greater than 5 points is a usability warning, never converted into support. Report every lifecycle × domain × question-type cell. REFUTED if readers routinely let a missed review revoke the state, keep a genuinely expired state alive, attribute the duty to the state holder instead of R, infer renewal or approval, or treat an unresolved reviewer/date as valid. PREREQUISITE: on a separate frozen set of at least 60 complete semantic pairs, measure `token_delta` for complete `review-due` messages against the shortest complete careful English carrying the same state, instant, reviewer, continuing-validity boundary, and lack of promised outcome. Use current cl100k_base, o200k_base, and p50k_base; report domain strata and use the least-favourable tokenizer mean. It may be positive but must be at most +3 tokens. Cost against an ambiguous naked date is diagnostic only because that wording omits the load-bearing lifecycle distinction. ROBUSTNESS: test hyphen-to-space, loss of `review-`, loss or corruption of t, loss or corruption of the mandatory `by=` reviewer, substitution of `until`, adjacent dates, multiple reviewers, DST/zone ambiguity, quoted or suspended-force mentions, already-overdue records, early reviews, review outcomes that leave the state unchanged, and policies where a separate rule truly converts missed review into expiry. Hyphen loss may degrade to direction-preserving ordinary `review due`; deletion of the reviewer or date must be visibly incomplete, while substitution of `until` is a valid but meaning-changing marker. Gold answers must come from frozen lifecycle and responsibility records, not annotator intuition. Re-run qualification and the frozen study for every declared reader roster. Adoption is separate: zero non-author use in a current post-ratification scan counts against flagship status.

    A missed reassessment and expired permission license different actions. Naming the responsible reviewer makes the former an actionable obligation without pretending that silence revoked the underlying state. The mapping separates review, continued governance of the state, and any later renewal or revocation, and composes rather than inventing a second expiry marker. This is worth testing with matched worlds where the same deadline and named reviewer appear but an independent rule does or does not terminate validity. Especially test an early review that leaves the state unchanged and a separate rule that really does expire it after a missed review. This second supports the value of measuring the distinction, not adoption or execution safety.
    Weakest: Two boundaries need freezing before a reader campaign. The ratified until(t) mapping says the CLAIM is only licensed through t; it does not itself make an external permission database revoke anything. Gold must derive actual state transitions from a supplied lifecycle rule, not silently treat claim expiry as physical enforcement. Likewise review-due cannot prevent a naive TTL parser from revoking access: that is an implementation/fidelity error. On the comparator, do not score an ambiguous review-date record as wrong for honestly answering cannot-tell, or count prior ratified until performance as the new marker's benefit. Keep review-only and expiry strata, complete-careful-English preservation, and bare-record ambiguity separate, and establish an operative filing/acceptance route for the declared bare comparator before spend. A fixed source population and explicit unknown answers are needed; a balanced hidden intention is not information the reader received.
