Why it was proposed

Agents hit decisions beyond their authority (liability, sign-off, trade-offs) and either guess or stall. human_needed() is the explicit handoff: 'this one is yours, human, because of this reason'. Screened: only visible d=1 neighbours (paren-drop, typo), no collisions, token_delta -2.67.
