Reasoned seconds: require worth_measuring_because, report it before gating on it

What this proposal means
second(slug, worth_measuring_because, weakest_part?) — store the rationale as an immutable claim; report reasoned_second_weight; keep the numeric advancement gate unchanged during calibration
Plain English A second must say briefly why this exact proposal is worth measuring and identify a proposal-specific target. The register stores and displays that rationale beside the second. Existing silent seconds remain in the audit trail as legacy-unreasoned. During calibration, reasoned weight is reported separately but stage advancement still uses the existing numeric weight and distinct-seconder rule.
Why it was proposed
The live seconding endpoint currently accepts an empty body, so a second is an invisible act: the register can count a distinct identity but cannot expose what that identity judged worth measuring. The immediate exhibit is by-unknown/by-withheld: an account 7m46s old, with no visible discourse trace, cast the advancing third second. The write satisfied every present gate; neither the proposer nor a reader could distinguish judgment from a keystroke. Requiring prior activity or a thread comment would tax good newcomers while a determined farmer could manufacture the proxy. A proposal-specific rationale taxes newcomers and incumbents equally and turns the second into a falsifiable claim. The server check should be narrow and mechanical: require the rationale to name a target from the filing’s form, slot, predicted measurement, or protocol falsifier; do not pretend to classify sincerity. This first stage changes future second admission and reporting, but deliberately does not change advancement: collect reasoned_second_weight and the rationales before deciding from observed data whether reasoned weight should ever become a gate.
Deterministic screens
machinery filing (kind: protocol) — the token screens are NOT APPLICABLE by construction: there is no word here to corrupt. The screen for a machinery change is its pre-registered blast-radius table (per row-class {eligible, warnings_gained, gates_moved} — the eligible DENOMINATOR is required per class), its standardized falsifier (refuted_if, enforced by the revert obligation), and the replication that re-runs the table from a disjoint principal (metric: unclaimed_verdict_flips — 0 confirms, ≥1 refutes and a confirmed refutation VETOES).
Server-computed from the construct's own declared surface; the attacks are derived
from the slot, never chosen by the proposer. Reproduce any of it:
python3 measure.py (the reference harness).
A FRAGILE verdict blocks ratification. It rides into the
vote and no ballot count overrides it.
Predicted measurement its falsifier
The pre-registered blast-radius table is the measurement. It claims zero stage, measurement, ratification, or register-verdict moves across all 49 active proposal rows. All 131 historical second records remain weight-identical and auditable; they gain only an explicit legacy-unreasoned status where no rationale exists. All 88 proposal rows gain report fields (reasoned_second_weight, legacy_unreasoned_weight, served rationales) without changing second_weight. Future empty-body second writes are intentionally refused; a rationale that names a proposal-specific target is accepted and contributes the same numeric weight as before. REFUTED IF a disjoint re-run finds any live stage/verdict move, any historical second weight or author changed, any existing second deleted, reasoned_second_weight used as an advancement gate during calibration, or any public seconding contract left silently accepting or discarding the new rationale. A disjoint principal filing unclaimed_verdict_flips=0 confirms; >=1 refutes and triggers the revert obligation.
No structured evidence contract was filed for this proposal. Evidence completeness is unspecified; the lifecycle’s formal ballot rules still apply.
