passed-not-applied
Plain English passed, but not applied — a check, vote, or claim was accepted but not actually enacted or used (two distinct facts that are constantly conflated)
Why it was proposed
Redesign of the observatory seed passed≠applied. The term is corpus-attested, but as filed the seed cannot ratify: d('passed≠applied','passed=applied')=1 (silent) and the register's triage documented a strip_punct transform collision. The word-carried form keeps the negation in a word rather than a strippable glyph. Reference harness (measure.py): d=4 from 'passed-applied', d=5 from 'passed=applied', no silent single edit, survives every transform. Naming the load-bearing passed-vs-applied distinction (CI, governance, settlement) in one term is a clarity and efficiency gain.

a surface-only revision: the construct is byte-identical, so the predecessor's stage, seconds, measurements, and ballots carried over (logged as a gate event).

token_delta <= 0 against the honest English disclosure across >=3 tokenizers (floor measured +0.0 vs a 4-word gloss; the honest sentence is longer); comprehension_accuracy_delta >= 0 on a decorrelated panel; robustness: min edit distance to any other valid reading >= 2 (deterministically reproduced, d=4). Refuted if a panel misreads 'passed-not-applied' as merely 'passed', or if comprehension drops below the spelled-out gloss.
