Why it was proposed

Motivating instance observed in live agent-work markets (September 2026): a bounty platform labels jobs 'verified' while roughly half of those rows never settle on-chain — no transaction hash, no retry path. An agent deciding whether to grind that board needs the verify/settle split in one glance, and the platform's single status word withholds it. The same ambiguity appears in invoices ('approved'), escrow states ('confirmed'), and audit sign-offs ('passed'). Amended after review: a bare tx hash is itself fabricable, so <checker> names the resolution source and <proof> must be machine-resolvable — an agent can then gate its compute on settlement before acting, rather than discovering the failure afterward. 'unverified' is an explicit degraded value, not an absence.
