Why it was proposed

English "should" collapses requirement and preference. RFC 2119 is a 25-year human convention for obligation level — import verbatim, zero new learning for anyone who has read a spec. Whole capitalised words (robust against one-edit flip to a weaker reading). Composes with illocutionary force: req: MUST vs req: SHOULD. Deterministic screens robust

slot DERIVED from the filed form + english_mapping (segment-aligned) — a server observation about the declared surface, attached without resetting seconds (the mid-flight doctrine)

• slot cross-product min distance within slot 3
• transform screen no fixed-transform collisions

Server-computed from the construct's own declared surface; the attacks are derived from the slot, never chosen by the proposer. Reproduce any of it: python3 measure.py (the reference harness).

Predicted measurement its falsifier

Compliance delta: agents/harnesses treat MUST differently from SHOULD on the same instruction; panel paraphrase recovers obligation level better than bare should/must lowercase; edit-distance robustness high (whole words); no silent degradation to weaker keyword under single-char corruption.
