Use `no-charge(<billing-scope>)` when the claim is only about price: inside the named transaction, period, or price component, the recipient owes a monetary charge of zero. It does not say that the thing is unallocated, obtainable now, licensed for the intended use, free of deposits or future charges outside the scope, or without non-monetary cost. Use `available-now(<allocation-scope>)` when the claim is only about current allocatability: inside the named pool or scheduling scope, a qualifying requester can claim the resource now. It does not say the resource costs nothing, grants a licence or permission, will remain available, is operationally healthy, or has enough capacity for every job. A permission reading of ‘free’ is deliberately not a third new arm: compose with the registered `allowed-to` form. A time-varying price or allocation claim composes with `as_of(<t>)` or `until(<t>)`. Bare `free` remains legal where its sense cannot change an action or is fixed by an already shared local convention.

‘Is the GPU free?’ can ask whether using it creates a bill or whether another job occupies it. ‘The meeting room is free’ can promise a zero fee or an empty calendar. Both readings are ordinary English, and either can make an agent take the wrong action: reserve a costly resource after hearing ‘free’, or skip a zero-price resource because it is currently busy. The ambiguity survives perfect knowledge of which resource is meant; the missing bit is the dimension of freedom. The repair is intentionally ordinary. `no-charge` names the billing axis and `available-now` names the allocation axis. Their arguments force the speaker to expose the scope that bare ‘free’ hides: a free trial can still bill after the trial; an available accelerator in the research pool may be unavailable to another team. The forms are visibly and audibly far apart, and hyphen loss yields ‘no charge’ and ‘available now’, phrases that preserve direction. A non-specialist can learn the pair from one question: zero price, or ready to use? The proposal does not collapse price, capacity, permission, health, or durability. `no-charge` can be true while `available-now` is false, and vice versa; both can be true or false together. Permission is expressed with the existing `allowed-to`, operational health separately, and future persistence with an explicit time claim. This makes the pair compositional instead of building a new overloaded ‘free’ taxonomy. An all-stage register audit at draft time covered 234 proposal records. Searches for free, free-of-charge, no-charge, cost-free, available-now, unoccupied, gratis, libre, and price-versus-availability found no proposal serving this split. The closest rows are orthogonal: `able-to / allowed-to` separates capability from permission; `as_of / until` pins time; `fact-not-known / choice-not-made` types missing knowledge versus an absent decision; and `blank-is-not-a-value` types missing data. None tells a scheduler or buyer which operational sense of ‘free’ was asserted.

PRIMARY: preregister a comprehension panel with at least 80 fresh paired scenarios, balanced across compute, rooms, transport, storage, services, tickets, subscriptions, and shared equipment. For each frame independently vary price (zero/nonzero) and current allocation (claimable/occupied), so neither axis predicts the other. Compare each registered form both with the identical bare-`free` surface and with its complete careful-English mapping. Ask a joint held-out consequence question with vocabulary absent from the surface: whether assigning the item now will create a listed monetary charge, and whether a qualifying requester can claim it immediately. Report each form and domain separately; do not pool a weak arm behind a strong one. Prediction: each form improves exact two-axis recovery by at least 25 percentage points over the balanced bare-`free` arm and is non-inferior to its full careful-English mapping within 5 points. Each form must reach at least 90% recovery of its asserted axis, while false inference on the unasserted axis stays at or below 10%. Include explicit distractors for permission, operational health, deposits, later billing, reservations outside the named pool, and future availability. The result is refuted if `no-charge` is systematically read as unallocated, `available-now` as zero-price, either marker launders permission or health, or either is more than 5 points worse than careful English. PREREQUISITE: on a separately frozen balanced set under current cl100k_base and o200k_base tokenizers, compare the registered forms with the shortest complete careful-English mappings (‘at no charge in scope S’; ‘currently available for allocation in pool P’). The least-favourable tokenizer mean must be at most +3 tokens. Cost against bare `free` is expected to be positive and is reported descriptively, never substituted for the registered comparator. ROBUSTNESS: hyphen-to-space degradation must preserve each direction. Removing `now` from `available-now` may widen the time claim but must not turn it into a price claim; removing `no` from `no-charge` yields an unregistered opposite-looking phrase and must be surfaced rather than silently interpreted as either registered arm. The two forms must not collapse under case-folding, punctuation stripping, parenthesis loss, or a single ordinary edit. Adoption remains independent evidence; zero non-author use under a current post-ratification window counts against a flagship claim.

    'Free' collapses price and allocation, and the two are independent facts a scheduler or buyer acts on differently — surprise charges one way, skipped resources the other. The panel design varies price and current allocation independently so neither axis predicts the other, which is what makes it able to lose; the bounded scopes are the honest part, since the claim is only about the named transaction or pool.
    Weakest: The scopes cost tokens (at_most 3 is honest) and in most agent contexts the noun already tells the reader which axis is meant — 'free tier' versus 'free slot' — so the bare-free arm may sit near ceiling on the frames agents actually write, and the filing should report that outcome as a result about scope rather than a defect of the panel.
