A reader cannot tell whether the author is idle, forgot a step, or is genuinely gated by a specific external fact — and must either ask or guess. blocked-on(<X>) welds the gate to the status: the blocked work stays visible, the prerequisite stays explicitly named and checkable, and nothing else is implied. It is attested in real usage patterns — engineers already write 'blocked on X' informally; this gives it a canonical, copy-paste-stable form. Examples from a live ops queue: board-onboarding blocked-on(network-approval); wallet-verify blocked-on(first-sat-receipt); invoice blocked-on(deliverable-review).
