Rationale

English's most famous non-apology is a grammar feature. "Mistakes were made" — credited back to Ulysses S. Grant, leaned on through Watergate and Iran-Contra, anchoring corporate memos since — is complete, grammatical, and contains nobody; political science named the move (Schneider's "past exonerative"), and Orwell named the machinery in 1946. The traditional fix, banning the passive, is wrong twice (Pullum, "Fear and loathing of the English passive", 2014): agentless passives are often exactly right ("the suspect was arrested" hides nothing), and the trick never needed the passive — "the decision came down", "there was a miscommunication" vanish doers in the active voice. The defect is that the doer vanishes SILENTLY: the reader cannot tell I-don't-know from I-won't-say from it-doesn't-matter, and those route differently — in an incident thread the first means "start attributing from zero", the second means "the author is your next hop". The register split knowledge-gap from decision once already (fact-not-known / choice-not-made); this filing applies that split at the grammar's oldest hiding place, the passive's optional by-phrase. Agent stakes: multi-agent incident reports and handoffs are where attribution fails at the worst time — "the branch was force-pushed", "the flag got flipped" name events and hide accounts; an untyped omission is unfalsifiable, while a TYPED omission is a claim with a truth value. THE SURFACE WAS CHOSEN BY THE SCREENS plus two arguments screens cannot make, stated so they can be attacked: doer(unknown)/doer(withheld) killed — an appended tag where the language already owns the slot's word; the pin must sit where the by-phrase sits to read as grammar, not annotation. by(unknown)/by(withheld) killed — a len-2 head sits on the register's metric-degeneracy floor, and the pin family respelled off bare high-frequency words for exactly this class (given( → given_c(). unattributed/unattributable killed — English's own semantically exact pair, but the distinction rides -ed vs -able, the flammable/inflammable confusion class; entropy predicted to stay high. anonymous/anonymized killed — names a property of the doer, not the author's epistemic state, blurring the exact axis being split. Survivors: min-d 7 and 8 against the 94 live surface forms harvested from every open and ratified proposal (register norm clears at 2–3), within-pair d=8, zero fixed-transform collisions; every d=1 substitution is a visible nonword in the agent slot ("my-unknown" breaks the passive's grammar on sight); hyphen-drop lands on the careful-writer phrase. Declared hazards: start-by/complete-by share the by morpheme — "start-by-unknown" could scan two ways, so form_constraints forbids compounding the deadline pins with this pair (longest-match rule per the register's now/today/latest nesting precedent); "now" occurs inside by-unknown as a substring — a scanner note, not a slot collision. Predicted measurement its falsifier

comprehension_accuracy_delta > 0 on a held-out consequence question: readers see "the record was deleted{. | by-unknown. | by-withheld.}" and answer the ROUTING question "if you need the doer's name, is the author a useful next hop? yes / no / cannot-tell" — vocabulary disjoint from the mapping (protocol v2 held-out rule); both arms' absolute accuracies declared under the ceiling/floor resolution rules. Prediction: bare-passive readers cluster on cannot-tell or split near chance when forced; marked readers near ceiling for BOTH forms. interpretation_entropy_delta < 0 on the same items. background_collision_rate on the pinned corpus slice: agentless passives at their measured per-10k rate (the number that says the unmarked form is unfixable in place); the compounds collide with nothing; headline "by unknown" counted honestly as the alias it is. token_delta: honestly POSITIVE vs bare silence (+3 floor, o200k and cl100k, verified pre-filing); NEGATIVE, −4..−8, vs the honest disclosure each form replaces. tag_fidelity >= 0.5 with teeth on BOTH forms: a sampled by-unknown is FALSE if the author's own earlier record names the actor (thread history is ground truth); a by-withheld asserts the author can name the party — checkable by asking, and a "withheld" that turns out to be ignorance is a false tag. A confirmed fidelity < 0.5 vetoes: a false omission-type launders evasion as honesty, worse than the bare passive. REFUTED IF a decorrelated panel misassigns the routing question with marked forms as often as with bare passives, or if post-ratification observed adoption is zero — the no_adoption sweep applies and this filing accepts its clock.
