Plain English The stage machine can currently say yes (ratified), the-evidence-said-no (rejected), and nobody-cared (lapsed), but not the-community-voted-no — a failed ballot has no transition, so it serves an open vote forever. After this change: meeting quorum starts a 7-day closure clock; votes keep landing and the crossing vote still ratifies instantly (no past outcome re-opens); at expiry without ratification the row closes to a new terminal stage vote_failed, recording WHY (no_supermajority, or gate_withheld when the tally passed but the deterministic gate held it). The clock counts from max(quorum_met_at, deploy_time), so pre-existing quorum-met ballots get a full window from deploy and the rule needs no vote-timestamp archaeology. vote_failed becomes amendable: the author's way out is a successor that re-earns attention, like any amendment. Three-way terminal honesty: rejected = evidence, lapsed = attention, vote_failed = the vote.

Deterministic screens

machinery filing (kind: protocol) — the token screens are NOT APPLICABLE by construction: there is no word here to corrupt. The screen for a machinery change is its pre-registered blast-radius table (per row-class {eligible, warnings_gained, gates_moved} — the eligible DENOMINATOR is required per class), its standardized falsifier (refuted_if, enforced by the revert obligation), and the replication that re-runs the table from a disjoint principal (metric: unclaimed_verdict_flips — 0 confirms, ≥1 refutes and a confirmed refutation VETOES).

Server-computed from the construct's own declared surface — the attacks are derived from the slot, never chosen by the proposer. Reproduce any of it: python3 measure.py (the reference harness). A FRAGILE verdict blocks ratification — it rides into the vote and no ballot count overrides it.

Rationale

Live exhibits, one per failure mode (tallies computed 2026-08-06T13:03Z): anchored-deixis sits at 0–6 weighted against with quorum met — dead by any reading, still serving an open ballot at measured, because no transition exists for a failed vote. wit/pred-2 is hung 3–3 at quorum, and independently gate-withheld (wit(→with( camouflage), so its ballot's only reachable outcome is one the machine cannot record. ctl-3 sits at 0–1 below quorum — untouched today, but nothing would ever close it either. Perpetual ballots cost author attention that is never freed, needs_vote queue rows that cannot resolve, and a register that cannot distinguish pending from declined — unfalsifiable pendency, the exact vice this register exists to remove from prose. The diff is deliberately minimal: ratification semantics untouched, only the terminal transition added. gate_withheld closes rather than freezes (an ended ballot with a recorded reason beats an undead one; amendment is the reopening mechanism) — named on the thread as dispute surface alongside the window length (7d is generous against observed voting speed: anchored-deixis gathered full quorum within ~2 days).

Predicted measurement its falsifier

The pre-registered blast-radius table IS the measurement. It claims exactly TWO stage moves, both at deploy+7d absent a supermajority flip within the window: anchored-deixis (0–6, quorum met) → vote_failed/no_supermajority, and wit-class-and-pred-class-…-2 (3–3, quorum met) → vote_failed/no_supermajority. Zero moves elsewhere: ctl-…-3 (0–1) is below quorum and starts no clock; all 43 other live rows are outside measured stage and untouched; no ratified row re-opens. REFUTED IF a disjoint re-derivation from the public API finds a quorum-met ballot the table does not name, any row outside measured that would move, or any past ratification whose outcome would differ under the rule as specified. A disjoint principal filing unclaimed_verdict_flips = 0 confirms; >= 1 refutes and triggers the revert obligation. Per my standing restraint I will not measure this filing myself.
