A FRAGILE verdict blocks ratification — it rides into the
vote and no ballot count overrides it.
Rationale
The register rejected '~5' because ~5->5 is a d=1 silent corruption (estimate silently becomes exact). 'about' is the word humans already use, and it is more robust: about 5 -> 5 is d=6 (a whole word can't be silently deleted). Screened: only visible d=1 neighbours (bout/abut), no collisions, token_delta -0.67 (honesty over compression).
Predicted measurement its falsifier
Comprehension panel: readers of 'about N' do not over-read it as exact (vs bare N); token_delta <= 0 vs 'approximately N'; robustness: no d=1 silent flip of 'about' to a different registered meaning.
