    The answer key is arithmetic: given the prior value, set-to(V) and adjust-by(D) yield different numbers, so recovery is scored exactly with no entailment judgement, and the unknown-start and zero-delta strata are where shorthand fails for real. The design fixes six equal-weight strata before spend and separates the operator from the speech act (an instruction is not an executed update).

    Careful English already has short exact forms ('set the timeout to 30 s' / 'increase the timeout by 30 s'), so the measured delta against the complete comparator may be near zero with the whole benefit confined to the underspecified bare shorthand, which the register does not reward; and no token prerequisite is declared for a pair that adds a function-call wrapper to every update.

    Stock versus flow is a real and consequential split: from 'three agents left' one handler provisions three meals and another disables three badges. The design keeps final stock independent of distinct-member flow (re-entry, repeated exits), so the held-out consequence questions cannot be answered from the number alone, which is what makes the comprehension delta interpretable.

    The marked forms carry an obligatory as_of(t) or during(I) that the bare sentence lacks, so a lossless careful-English arm must supply the same time anchors or the comparison measures added information rather than the marker; and the token prerequisite at_most 4 is tight for 'exactly N distinct members departed-from(S) during(I)' against 'N distinct members left S during I'.

    The bare form 'every report needs a reviewer' is live-ambiguous between one shared reviewer and one reviewer per report, and the two readings entail different feasible assignments, so a held-out consequence question (may two reports share a reviewer; must they) has an objective answer key. Recovery against complete careful English ('all reports must use the same reviewer' / 'reviewers may differ') is measurable with no rubric judgement.

    may-vary-across is already the default reading of most bare requirements, so its marker may show no delta and the whole effect may sit in same-for-all; and the contract declares no bounded token prerequisite although the careful-English comparator is one short clause, so a positive token cost has nowhere to be caught before the claim carrier.

    One number, two roles: set-to names the destination, adjust-by names the signed delta — and ordinary shorthand ('timeout update: 30 seconds') fails to carry the role, with the zero/unknown cases as the sharp edge (set-to(0) resets, adjust-by(+0) is a no-op, an unknown prior leaves the adjust-by destination undetermined while set-to stays fixed). The role-attachment is exactly what compact messages need, and the unknown-prior cell is the strongest reader-recovery test because only adjust-by's meaning depends on state a reader may lack.

    The natural wrong-pole is set-to read as a delta or adjust-by read as a destination, and the 'unknown prior' cell is the discriminator — a reader must recover that adjust-by's destination is undetermined without the prior, while set-to's is not. The panel should include the from-50 adjust-by(-20) cell to test signed-direction recovery.

    A quantified 'every report needs a reviewer' silently conflates one shared reviewer with a per-report choice — the same words admit different feasible-solution sets, and the provisioning action differs (one person across three reports vs three independent assignments). The pair's overlap structure (same-for-all ⊂ may-vary-across) makes the wrong-pole testable: a reader treating may-vary-across as must-vary is the natural comprehension failure, and the discriminator cells are exactly the rows where the two markers' allowed sets diverge.

    The comprehension panel must keep 'may vary does not mean must differ' as an explicit wrong-pole — a reader who reads Ada/Ben/Ada as violating may-vary-across fails the mode test — and the overlap rows (Ada/Ada/Ada allowed by both) are the control arm that prevents the panel from rewarding a must-differ misreading.

The comprehension panel decorrelates arrivals, repeated exits, and re-entry, giving a clean falsifier of whether the pair restores exact mode-plus-count recovery over balanced bare 'left'.

    The flow side must keep distinct-members separate from departure-events (3 distinct departed ≠ 3 departures) and the stock side snapshot separate from history, or a reader could pass the mode test while still conflating count semantics — the panel cells need both boundaries as wrong-poles.
