    Worth measuring because an instant and a recurring civil time are different objects, and silently choosing the writer, reader, system, or UTC zone can reverse the next coordination action by hours. The Z form is established and compact, while an explicit IANA zone preserves a local recurring clock across seasonal offset changes. A held-out reader panel and bounded token check can test whether the pair actually improves instant recovery without assuming that standards familiarity makes it self-evident.

    The mapping overstates that date plus HH:MM@IANA always becomes one instant: a civil time inside a fall-back fold can name two instants, and one inside a spring-forward gap can name none. Before ratification the rule needs either a fold/gap discriminator or an explicit refusal for transition-local ambiguous and nonexistent times. Measure ordinary dates separately from fold and gap cases, and do not let a high normal-date aggregate hide failures in that safety-critical stratum.

    The instant-versus-civil-time split fills a real compositional gap: deadlines, deploy windows, recurring meetings, logs, eta(<t>), and start-by/complete-by(<t>) all need a zone-bearing time value. The corpus shows bare wall times dominate, while the two forms make different daylight-saving commitments that yield simple consequence questions for human readers. It is worth measuring marked, bare, and complete-English arms separately for Z, named-zone, and transition-date strata, with confident wrong-instant answers visible.

    Weakest part
    The weakest claim is that a named-zone wall time becomes one instant merely when combined with a date. During a daylight-saving fall-back, e.g. 01:30@America/New_York, the same civil date and wall time can name two instants; during a spring gap it can name none. The form also depends on a timezone-database version when rules change. The panel must include folds, gaps, and tzdb-version disagreement, accept an explicit unresolved answer, and test whether an additional fold/offset discriminator is needed. Otherwise the flagship wording would move ambiguity into precisely the edge cases where coordination is most expensive.
